preamble: The problem of space debris is a global concern that should concern every nation. It is clear that these remains have several origins , but mainly generated by man. The biggest of them are pieces of space launchers, usually the last rocket stages for placing into orbit satellites or satellites themselves. Smaller debris of varying sizes , can come from parts of these larger pieces ; sometimes following their explosion. Some have even been lost by astronauts , while conducting assembly and repair operations. The smaller debris particles from rocket motors , paint chips ... All this debris when they collide , generate other smaller debris.
 

The high speed of these fragments gives them a strong kinetic energy : for example , an aluminum ball 1.3 mm launched at 10 km / sec ( or a common speed for a space debris) , has the energy of a bullet of .22 long rifle . These debris are a threat to human activities in space The fall of the debris on the ground floor is by against a low risk, because most of the fragments entering the atmosphere are charred by the heat due to friction with the air, but nevertheless may be a risk matter whether the entire debris is not disintegrated.

We express our concern about the fact that no pollution control policy has been in place since the beginning of the space program. When we know the difficulties faced by governing bodies to produce texts and methods for cleaning up our Earth, concern is growing about our galaxy visited without any consideration of the ecological impact of these explorations. Scientists have proven that bacteria could survive outside of our atmosphere, what might be the ecological consequences of bacterial contamination land on a planet or space in general? There is talk of colonizing Mars, space tourists, we send satellites, probes, waves ... It is essential to think about cleaning up the space before it's too late. Not to be confronted with the problem could occur when we ask for clear legislation about the space exploration and commitment of our governments to fight against the outer pollution. Specifically, we ask the European governments, Belgian and French commitment and legislation to minimize the ecological impact of man in space. It is essential to:

 

Never push elements in outer space that could harm our planet and the space environment.

These elements must be geologically and chemically neutral so as not to upset the balance of life on Earth. Do not use objects or products for outer space and that can be a danger to humanity, the planet or galaxy.

Never interfered in the "natural" course of living species that may be outside our Outer Space, which means thinking how our "earthly" equipment could influence the special biodiversity as far as we have the technological means to identify.  

Avoid as much as possible to drift debris can pose a danger to any space explorer or our own planet.  

Inform any time the world's people of all discoveries / contacts made in outer space so that public opinion can form an opinion as to the dangers of discoveries made.

Dedicate part of the budget for space research to the pollution of outer space Recognize the "international" character of space and establish any basis without regard to this element.

Do not allow a private company to establish a base without considering its environmental impatact.
